Interim arrangements for specialist and enthusiast vehicles
Guidance PDF: 1883 KB is available on the interim arrangements for access to specialist and enthusiast vehicles that meet the eligibility criteria under the Road Vehicle Standards legislation. This follows the Department's announcement in September 2019 to implement measures to avoid negative consequences of delaying the commencement of certain provisions of the Road Vehicle Standards legislation.
Applications for SEV vehicles under these interim arrangements can be made from 10 December 2019.
The intent of the Scheme is to make motor vehicles available in Australia, which cater for specialist and enthusiast interests. The requirements, set out in Regulation 24 of the Motor Vehicle Standards Regulations 1989 DOCX: 15 KB PDF: 70 KB , apply to both new and used motor vehicles but do not apply to trailers (T Group), full volume new vehicles of all categories or full volume used two-wheeled and three-wheeled vehicles (L Group).
What is the Register of Specialist and Enthusiast Vehicles?
The Register of Specialist and Enthusiast Vehicles is a register of vehicle make/models that have been assessed as meeting the criteria in the Regulations (Regulation 24 DOCX: 15 KB PDF: 70 KB ) for classification as specialist and enthusiast vehicles. These are make/models that are not available from the mainstream manufacturers.
The requirement to keep a Register of Specialist and Enthusiast Vehicles is set out in Regulation 22 of the Motor Vehicle Standards Regulations 1989.

How do vehicles get on the Register?
An application for inclusion of a vehicle on the Register under the Specialist and Enthusiast Vehicle Scheme (SEVS) can be made to the Department. If the application is approved, the vehicle make and model will be added to the Register.
The Department may also make a decision without an application having been made.

How to apply
To apply to have a vehicle added to the Register, complete the Register of Specialist and Enthusiast Vehicles Application Form:
The department currently does not have a client service target for assessing the application however; a decision is generally made within 30 working days. Please note if the necessary supporting documentation is not provided initially it may take longer to reach a decision.
